Zaghloul Samhan has been the director general of Policies and Planning, Environment Quality Authority since 1999. He holds an MSc in environment and water engineering, UNESCO IHE, Delft, the Netherlands, and a BA in civil engineering, with a minor in water and environment, from Birzeit University, Palestine.
