Carlo Maria Rossotto is Lead ICT Specialist at the World Bank and currently leads its activities in the Eastern Europe, Central Asia, and Middle East and North African regions, covering broadband investment and telecom reform, eGovernment and IT in government, and IT industry development. He studied at the London School of Economics and at Università Bocconi in Milan and speaks Italian, English, and French, also has some knowledge of Spanish, Arabic, and Russian. ||| Xavier Decoster is a consultant and ICT Policy Specialist in the World Bank’s Global Practice for Transport and ICT. He is an ICT engineer and holds a master of international affairs (Paris Institute of Political Science). He has been working for the bank since 2015, and has more than 10 years of experience in regulatory economics and spectrum policy
